Bulk DVS grace period process announced for larger fleets

The Road Haulage Association (RHA) has published details of a new process that will allow larger truck operators to make a bulk application to take advantage of the grace period for changes to the Direct Vision Standard (DVS) in London, which come into force on 28 October 2024.

RHA said the bulk process was only available to fleets wishing to apply for the grace period for more than 100 vehicles. Fleets will need to provide evidence to Transport for London (TfL), before 28 October, that they have arranged for the fitment or supply of Progressive Safe System (PSS) equipment to take place during the grace peri­od: i.e. before 4 May 2025.

Applications for this process would be accepted from 1 Oc­tober and close at 23:59 on 27 October, TfL said – the day before the DVS changes come into force. But it advised operators to apply as early as possible to avoid any unforeseen issues.

“Operators will need to submit a grace period application en­quiry,” said TfL.

“In this enquiry they should state that they are making a bulk grace period application for more than 100 vehicles.

“Grace periods will be granted / rejected for the application as a whole, not on an individual vehicle basis.”

Affected operators can find full details of the evidence submis­sions required for bulk applications via the news section of the RHA’s website, in an article dated 23 September. It includes a template to assist operators in the process.

TfL’s advice stated that the sin­gle vehicle route should still be used for applications for 100 vehi­cles or fewer.
